I København, uanset af regnvejr, syv personer deltog i Tom Tallerken Picnic i Kongens Have. Regn stoppede en time før picnic og den første time af picnic var i solskin. Papirtallerkener med budskaber var sat op i træerne i have og vi diskuterede med folk som gik forbi. Mange gik at læse hvad stod på tallerkener i træerne. Vi skal gøre det igen næste søndag. Denne gang var der ikke så meget folk i have men hvis solen skinner så er der mange.

In Copenhagen, in spite of the rainy day, seven persons took part in the Empty Plate Picnic at the Royal Gardens. The rain stopped one hour before the picnic and the first hour of the picnic was spent in sunshine. Paper plates with messages were hung in the park and discussions took place with passers-by. Many people went to read the plates hanging in the trees. We will do it again next Sunday. This time there were not many people in the Gardens but on a sunny day it is crowded.

La lluvia para una hora antes del picnic y la primera hora del picnic era con sol. Platas de papel con mensajes eran colgado en los arboles en el parque y discutimos con la gente presente. Mucha gente va a leer las platas que eran colgados en los arboles. Vamos a repetir la accion proximo Domingo. Este tiempo no era tanta gente en el Jardin pero si hay mas sol, va a ser mucha gente.

ja sen puolesta, etta Skotlanti saisi osallistua tarkkailijana tuleviin ydinaseitten levityskieltoon liittyviin neuvotteluihin.

Olemme huolissamme todistaneet ydinaseitten leviamista. Maailman hallitukset ovat luvanneet, etta ydinaseita ei levitettaisi, mutta samalla he toimivat painvastaiseen suuntaan. Olemassaolevien arsenaalien uudistamista ja vahvistamista ei voida kuvailla muuten kuin levittamisena ja kilpavarustelun kiihdyttamisena.

Paaministeri Alex Salmondin johdolla Skotlannin parlamentti tahtoo kiinnittaa maailman huomiota siihen, etta kaikki Skotlannissa ydinasetukikohdissa olevat aseet ovat Britannian hallituksen Westminsterista hallinnoimia – vastoin Skotlannin kansan toiveita.

Skotlannin hallitus ei voi itse paattaa puolustus- ja ulkopolitiikkaansa ja on siksi monien vuosien ajan joutunut elamaan sen uhan kanssa, minka brittien Trident-ydinasejarjestelma aiheuttaa Skotlannissa.

Skotlannin parlamentin enemmisto toivoo nyt Trident-ydinaseitten poistamista Skotlannista ja heilla on mahdollisuus kieltaa ydinaseet Skotlannissa lakisaateisesti.

He tahtovat myos tarkkailijan asemaa tulevissa ydinaseitten levityskieltoa koskevissa kansainvalisissa neuvotteluissa, jotta he siten voisivat edistaa ydinaseitten taydellista riisumista kaytannossa. Britit ovat laiminlyoneet levityskieltoa koskevan sopimuksen toteuttamisen tahan saakka ja suunnittelevat nyt ydinaseittensa yllapitoa vuoteen 2050 saakka asentamalla uuden sukupolven ydinaseet Trident-sukellusveneitten korvaamiseksi ja kehittamalla uusia atomiohjuksia uutta jarjestelmaa vastaavaksi.

Pohjola on ydinaseeton alue, ja siksi meilla on moraalinen oikeus ja velvollisuus tukea Skotlannin kansaa sen pyrkimyksissa tahan mita merkityksellisimpaan aseistariisuntaan, joka ehkaisee miljoonien viattomien siviilien varman kuoleman. Pyydamme Pohjolan maitten hallituksia, poliittisia puolueita, sosiaalisia jarjestoja ja ennenkaikkea Pohjolan kansaa osoittamaan tukensa Skotlannin hallitukselle ja heidan protestilleen Britannian hallitusta kohtaan, joka tekee suuren virheen osallistuessaan ydinasevarusteluun. Suunnitelmamme on ydinaseeton Eurooppa ja ydinaseeton maailma. Aloitamme ymparistostamme ja tuemme naapureitamme heidan oikeutetuissa pyrkimyksissaan.

Siksi pyydamme allekirjoituksia allaolevaan pyyntoon Ison-Britannian hallitukselle ja tukena Skotlannin hallitukselle.

Poul Villaume : Der er alternativer til militarisme i Afghanistan

Skal dansk forsvar også i de næste 10-15 år deltage i kontinuerlige krige og
højintensiv ‘oprørsbekæmpelse’ rundt om i verden?

Det netop indgåede forsvarsforlig frem til 2014 er med rette blevet kaldt
historisk. Som ventet samlede forliget alle politiske partier i Folketinget
minus Enhedslisten, som med sin principielle automat-modstand imod NATO uden
besvær igen kunne sættes uden for indflydelse.

For første gang er et forsvarsforlig i udpræget grad både økonomisk og mht.
materiel blevet tilpasset de skønnede behov i en igangværende, til tider
højintensiv krig med aktiv dansk deltagelse – i Afghanistan. Allermest
bemærkelsesværdigt er det dog, at denne tilpasning af dansk forsvar efter alt at
dømme fra forligspartiernes side ikke er tænkt som en éngangsforeteelse. Det
fremgår af beretningen fra den politiske Forsvarskommission, som barslede i maj
måned, at forligspartierne og forsvarsledelsen i de kommende 15 år er indstillet
på mere af det samme, uanset de højst problematiske erfaringer med den vestlige,
amerikansk anførte krigsførelse i Irak og i Afghanistan i de senere år.

Det hedder i kommissionsberetningen, at »udviklingen peger på, at længerevarende
militære operationer vil være reglen snarere end undtagelsen«, og at
»udviklingen af evnen til at virke i højintensitets-konflikter vil være central«
for det danske forsvar frem til år 2025. Lidt længere fremme uddybes det, at
»det stigende antal højintensitetsoperationer (…) forudses at ville blive
langvarige (…) i klimatisk og geografisk udfordrende miljøer«. De op til 2.000
danske soldater, som skal kunne indsættes samtidig, vil bl.a. blive brugt til
»oprørsbekæmpelse«, »asymmetriske konflikter« og til indsatser, »der både er
langvarige og periodevist højintensive«. Intetsteds fremgår det, at det skal
være en betingelse for dansk deltagelse i militære operationer af den nævnte
type, at de er godkendt af og reelt underlagt FN’s Sikkerhedsråd som den eneste
folkeretligt legitime instans i spørgsmål om internationale konflikter.
Skepsis i CIA

Men hvad siger erfaringerne fra snart otte års krig i Irak og – mest aktuelt –
Afghanistan, altså den såkaldte ‘krig mod terror’? Er oprørerne blevet nedkæmpet
med de militære midler? Er det alle oprør, som kan – og bør – nedkæmpes, og skal
det da ske militært? Har den vestlige militærindsats, som Danmark er en del af,
været den mest hensigtsmæssige konfliktløsningsmetode? Eller har den snarere –
foruden et uvist, men utvivlsomt, sekscifret antal dødsofre – skabt flere
oprørere og styrket dén islamistiske ekstremisme og terror-fare i og uden for
regionen, som indsatsen skulle bekæmpe? Vestlige efterretningstjenester –
herunder danske – har for længst peget i bekræftende retning på i hvert fald det
sidste spørgsmål.

I efteråret 2008 erklærede den britiske ambassadør i Kabul, at de vestlige
koalitionsstyrker i Afghanistan snarere var en del af problemet end en del af
løsningen. Udviklingen siden da, herunder eskalationen i Pakistan, har bestyrket
den opfattelse. CIA’s tidligere missionschef i Kabul og fhv. næstformand for
CIA’s National Intelligence Council, Graham E. Fuller, sammenfattede i maj i år
situationen: »Den amerikanske politik har nu båret den afghanske krig ind over
grænsen til Pakistan med sine militærraids, drone-bombninger og mordaktioner –
det klassiske svar på manglende evne til at håndtere oprør i ét land. Husker man
invasionen af Cambodia for at redde Vietnam?« Den amerikansk/vestlige politik
har drevet lokal nationalisme, fremmedhad og islamisme til feberhøjder i
regionen, mener den fhv. CIA-chef, som er forfatter til flere bøger om
Mellemøsten og islam. Fuller konkluderer, at »først tilbagetrækningen af
amerikanske og NATO-støvler fra jorden vil kunne starte en proces, hvor de
anti-amerikanske impulser og ekstremistiske følelser dæmpes, og regionen vil
begynde at køle ned«.
Kompromis med Taleban

Fullers analyse underbygges af en bemærkelsesværdig afghansk
opinionsundersøgelse i alle landets 34 provinser i begyndelsen af 2009, bestilt
af BBC News, ABC News og det tyske ARD. I de områder, hvor USA/NATO har
gennemført luftangreb, støtter 44 pct. af afghanerne angreb på de vestlige
styrker. 36 pct. af alle afghanere lægger størst skyld for volden i landet på
USA/NATO og den afghanske hær, mens 27 pct. lægger størst skyld på Taleban.
Ifølge undersøgelsen mener kun 18 pct., at USA/NATO burde sende flere styrker
til Afghanistan, mens 44 pct. siger det modsatte. Frem for en militær optrapning
mod Taleban mener ca. to tredjedele af afghanerne, at Kabul-regeringen bør
forhandle en aftale med Taleban, hvor Taleban får politiske poster til gengæld
for at stoppe kampen.

Netop en sådan forhandlingsløsning med Taleban bad præsident Karzai – der ellers
er Vestens mand i Af-ghanistan – forgæves om det internationale samfunds støtte
til på den internationale sikkerhedskonference i München i februar. Karzais nære
rådgiver, ambassadør Jaweed Ludin, gentog udtrykkeligt ønsket om en
forhandlingsløsning med Taleban i et interview med Information den 4. juni (det
folkevalgte afghanske parlament gjorde i øvrigt det samme allerede for to-tre år
siden).
Helsinki-model

Herhjemme har det nyligt stiftede Rådet for International Konfliktløsning (RIKO)
i foråret peget på ideen om en bredt baseret international ‘Konference for
Sikkerhed og Samarbejde i Sydvestasien’, med deltagelse af alle relevante lande
og bevægelser i regionen samt af de vigtigste stormagter. ‘Modellen’ er den
europæiske Helsinki-konference i 1970erne, som med sine aftaler om bredt
økonomisk-politisk samarbejde, fredelig bilæggelse af territoriale konflikter og
forpligtende respekt for menneskerettighederne i høj grad bidrog til
nedtrapningen af Øst-Vest-spændingen i Europa og til processen, som førte til
Den Kolde Krigs fredelige afslutning tiåret senere. En sådan sydvest-asiatisk
konference skulle ledsages af en gradvis, men snarlig tilbagetrækning fra
Afghanistan af USA/NATO-styrkerne, som erstattes af veludrustede
sikkerhedsstyrker i klart FN-regi fra neutrale og muslimske lande som f.eks.
Indonesien, Bangladesh, Indien, Iran, Tyrkiet, Marrokko.

Alternativer til den nuværende strategi findes altså, og de har lokal opbakning.
Men fra forsvarsforligspartierne hører vi stadig kun om den yderligere militære
optrapnings vej. Dét på et tidspunkt, hvor antallet af dræbte civile afghanere
(og pakistanske pashtunere) siden nytår er skudt i vejret med raketfart og
sandsynligvis vil vokse yderligere i de forestående kampe under amerikansk
ledelse mod Taleban og de øvrige oprørere. Taleban og al Qaeda vil dermed have
optimale – og reelt uendelige – rekrutteringsmuligheder blandt vrede, unge
ludfattige mænd i hele regionen. De historiske erfaringer – ikke mindst fra
Afghanistan – viser som bekendt, at oprørsstyrker ikke behøver at vinde. For dem
er det i sig selv en sejr ikke at tabe; og tiden er altid på oprørernes side.
Brud på tradition

Så nedslående urealistiske ser perspektiverne ud til at være for en fortsættelse
af den såkaldt ‘aktivistiske’ danske udenrigspolitik, som snarere burde kaldes
‘den militariserede udenrigspolitik’. Historisk forskning har påvist, at under
Den Kolde Krig førte Danmark, loyalt forankret i NATO-medlemskabet, en
selvstændigt profileret og til tider aktivistisk sikkerheds- og udenrigspolitik,
bl.a. karakteriseret ved FN- og CSCE-baseret konfliktforebyggelse, mægling og
ikke-militære løsninger, herunder et uforholdsmæssigt stort dansk (og nordisk)
militært bidrag til FNs blå-hjelmede fredsbevarende operationer.

I disse debatlammende konsensus-tider forekommer der at være hårdt brug for en
kritisk diskussion om, hvordan de bedste traditioner i nyere dansk (og nordisk)
udenrigspolitik drages frem af den historiske glemsel og tilpasses det 21.
århundredes internationale konflikter. I modsætning til samtlige vore
nordvesteuropæiske nabolande har Danmark i en årrække ikke haft akademiske
centre eller institutter for international freds- og konfliktforskning. Til
gengæld har vi, i tidens ånd, fået et Institut for Militære Studier.

Der er hverken brug for dogmatisk NATO-fjendskab, blåøjet pacifisme eller enøjet
tro på vestligt dikterede militariserede ‘løsninger’. Der er brug for mere
sikkerhedspolitisk realisme – og historisk bevidsthed.

Humanist rejection of the coup d’etat in Honduras

HUMANIST REJECTION OF THE COUP D’ETAT IN HONDURAS

Argentine Humanists condemn the coup that has just happened in the brother Republic of Honduras by members of the military hierarchy, accompanied by a few authoritarian groups from civil society.

Under the outrageous argument of “fulfilling judicial orders”, the Honduran military has violated the norms that establish their obedience to the President of the Nation. He has been deposed by force, they have taken him captive and flown him to Costa Rica, and now they are trying to “democratically” legitimise an illegitimate successor in Congress.

It is not by chance that this step back towards the dark past has been taken against a government that in recent times has synchronised its policies with the transformational processes that are happening in our region. President José Manuel Zelaya Rosales has been working for poverty reduction, for an increase in spending on education and on regional unity. For sure this has not gone down well with the old oligarchs, just like the fact that Zelaya’s government has moved closer to Chavez and gone into ALBA.

It is not new that certain politicians, disguised as democrats, in agreement with some judges and above all with private media companies come together to try to undermine the image of the President. The same has happened in Venezuela, Bolivia, Ecuador and also in Argentina. They are the same reactionaries that speak of democracy while there are governments that support their interests, but have no hesitation in showing their willingness to kick out a government that does not obey them. But this time they have won military support to carry out their intentions, and we cannot allow this to happen in Latin America. Our people have suffered too much at the hands of authoritarians and the violent. Our people have suffered too much through the action of the intolerant that resist changes. Latin America doesn’t want a return to the dark past. Already the OAS and various countries of the region have expressed their rejection of the coup organisers.

So, this is why we are demanding the immediate restitution of the legitimate President of Honduras to power and the resolution through democratic means of all the differences that may exist between the Government and its opponents. And democracy basically means to consult the people: a people that we also call upon to resist those who organised the coup through a non-violent struggle; because nonviolence is always the way, as Humanists have been saying for ever, and just like Zelaya himself expressed in his recent inaugural speech of the OAS Assembly in Honduras in June.

In connection with the re-launch of Fællesskabet for Menneskets Udvikling here in Denmark, and while the website www.faellesskabet.dk is still not operational, I’m including here a short introduction to The Community for Human Development:

THE COMMUNITY FOR HUMAN DEVELOPMENT

The Community for Human Development is a social and cultural organisation that works for Non-violence through simultaneous social (social structures) and personal (one’s state of mind and behaviour) transformation

The Present situation
The Community denounces this unjust and inhuman society that generates more and more violence: physical (wars, terrorism), economic (exploitation, unemployment, poverty), sexual (violence against women), racial (discrimination of refugees and/or other minorities), religious (fundamentalisms), moral and psychological (different types of fears, discouragement, non meaning, insults). This violence provokes more and more suffering and this suffering produces in its turn more violence (domestic violence, disputes, mistrust, insularity, communication breakdown, illnesses, depression, alcoholism, suicide….)
Because this violence pervades the social system and all human relations (at work, in the family, the couple, the town, the neighbourhood….) the Community brings together all those volunteers who refuse this destructive spiral and work for personal and social non-violence.

The objective of the Community
·    To create a human being that is free, non-violent and living in solidarity, who gives direction and meaning to his or her life, someone who is able to work for their own destiny and the social struggle for conditions (education, health, quality of life) that allow every person to evolve without obstacles.
·    To build a new moral force that serves as a social and personal reference. To this end, the members of the Community invite their social and personal environments to join the path of solidarity, non-violence, justice and equality for all human beings. In so doing, they educate themselves to behave in accordance with these values.

Field of action
The Community works in society in the areas of education, health, culture, and quality of life…. In each of these areas it denounces all that which hinders the development of the human being and develops actions that favour it.

Actions
·    Campaigns to denounce all ideas, processes or systems that generate violence and campaigns to assert or propose solutions to social conflicts (through: newspapers, radio, press releases, marches, parades, petitions…)
·    Education campaigns and training in non-violence: how to not descend into violence? How to not be violent to oneself? How to transform the violent environment that surrounds us? (Conferences, seminars, workshops, in schools, universities, hospitals, neighbourhoods, within families, etc…)
·    Activities that open spaces for expression and direct communication that develop solidarity, tolerance and a lifestyle based on non-violence.

Way of working
·    Voluntary, disinterested giving allows the truly human dimension to appear
·    Direct communication that allows isolation to be overcome and a daily personal engagement in the name of ones values and aspirations.
·    Active non-violence, as a methodology of action and as an internal and external attitude that favours life

European Parliament recommends complete nuclear disarmament by 2020

European Parliament recommends complete nuclear disarmament by 2020

Strasbourg, April 24, 2009 – Today the European Parliament approved with a
majority of 177 votes against 130 an amendment introducing the “Model Nuclear
Weapons Convention” and the “Hiroshima-Nagasaki Protocol” (attached) as concrete
tools to achieve a nuclear weapons free world by 2020. The amendment was
introduced by the Ana Gomes for the PES and Angelika Beer for the Greens/EFA.
The amendment received cross-party support (1) during the Plenary vote here in
Strasbourg today. Especially Frieda Brepoels for the EPP-DE and Annemie Neyts
and Juul Maaten for the ALDE called to support the vision of a nuclear weapon
free world by 2020. The approval of the amendment (2) demonstrates that the EP
is increasing pressure to make nuclear disarmament by 2020 a top-priority for
the EU member states. Here the EP demonstrates leadership and an intention to
become a visible actor following President Obama’s statements for a NWFW in
Prague.

The amendment is part of the overall “Report Beer” (3), a recommendation to the
EU Council on non-proliferation and the future of the Treaty on
Non-Proliferation of Nuclear Weapons (doc. A6-0234/09). The overall report was
approved by 271 +, 38 – and 29 abstenstions. On May 4th 2009 all state parties
of the NPT will be meeting at the UN headquarters in New York for the 3rd NPT
PrepCom in New York.

The amendment introducing the “model Nuclear Weapons Convention” and the
“Hiroshima-Nagasaki Protocol” is actively promoted by Mayors for Peace, a global
network of 2,817 cities from 134 countries and regions, presided by Dr.
Tadatoshi Akiba, the Mayor of Hiroshima.

The amendment was supported by the Parliamentarians for Non-proliferation and
Nuclear Disarmament (PNND), and Abolition 2000 Europe, a global network counting
over 2000 NGO’s.

Pol DHuyvetter, an Executive Advisor for the Hiroshima Peace Culture Foundation,
declared from the EP in Strasbourg: “The support of the European Parliament for
the Hiroshima-Nagasaki Protocol is very significant, even historic. It
demonstrates that the EP is adding a concrete time-line to the recent proposals
by President Obama. Members of the EP are gearing up to make a nuclear weapon
free world possible in the life-time of President Obama. Furthermore the
adoption of the amendment gives a clear signal to Mr. Solana and all EU member
states to make nuclear disarmament a top-priority so we can free the world of
all remaining 25,000 nuclear warheads before 2020. Cities can no longer be kept
hostage of nuclear policies”.

The EU counts two out of the five official nuclear weapons states, with France
and the UK holding on to, and modernizing, their national nuclear arsenals. Most
EU member states are also part of NATO’s Nuclear Planning Group, a group holding
on to the nuclear deterrent as an essential part of transatlantic security
policies. Here there are also clear indications of US nuclear weapon deployments
in Belgium, Germany, Italy, the Netherlands and Turkey. For the previous decades
NATO holds on to a “nor confirm nor deny” secretive policy concerning US
deployments in Europe.

The Hiroshima-Nagasaki Protocol is complementary to the NPT and receives growing
support from cities, governments and civil society around the world. As of April
23rd, 2009, there are 642 signatories
to the “Cities Appeal in support
of the H-N Protocol” from 45 countries. They range from the Mayors of London,
Luxembourg, Rome and Stockholm in Europe, Sapporo (Japan) in the East to San
Francisco (USA) in the West, Rio de Janeiro and Sao Paulo (Brazil) and Cape Town
(South Africa) in the South and to the North Toronto (Canada). Also note that on
June 23, 2008, the US Conference of Mayors, at its 76th annual meeting in Miami,

Don’t stop at the START, aim at the global nuclear disarmament

“Don’t stop at the START” was the message of a short happening taking place while the new START treaty between USA and Russia was being signed at the Prague Castle. “We welcome the START treaty as a positive step which should be followed by an agreement on the international level, leading towards an effective total nuclear disarmament,” organizers said.

Members of the international organization World without Wars and Violence showed banners with equations expressing their opinion on the new treaty. “23 000 minus START = HOPE, 23 000 – 23 000 = DISARMAMENT.” The “23 000” referred to the current number of nuclear weapons in the world which will not be reduced by the treaty as it only deals with deployed strategic weapons. Both USA and Russia stockpile thousands of nuclear warheads. “Until USA and Russia give up on the policy of nuclear deterrence and renounce the possibility of real use of nuclear weapons, we cannot say that the nuclear threat in the world has been reduced,” said one of the organizers Jana Jedlicková.

“We welcome the START treaty as a symbolic first step on the way towards the total nuclear disarmament. To achieve it, a broad agreement on international level has to be made. That is why we promote the Nuclear Weapons Convention which could start an effective disarmament process and enhance the failing Non-proliferation treaty,” said Jedlicková. Over 120 UN member states are calling for the Convention which would declare nuclear weapons illegal and provide a frame for phased global nuclear disarmament.

“The recent call for withdrawal of US nukes from Europe, made by five NATO states, can be considered as another positive signal,” said another organizer Jan Bednár.

“As the nuclear disarmament is one of the main goals of our organization, we will continue this campaign to make the Czech Republic active in strive for adoption of international treaties leading to the nuclear disarmament.” Bednár added. A delegation of World without Wars and without Violence from dozens of countries including the Czech Republic will participate in the New York NPT Revision Conference in May.

Statement on the new START treaty between the USA and Russia

The treaty on reduction of deployed nuclear weapons is surely a positive signal after the period of increased tensions between the United States and the Russian Federation. However, the real solution of the nuclear threat must be based on an international agreement to abolish and outlaw nuclear weapons.

Russia and USA stockpile thousands of nuclear warheads which, together with nuclear arsenals of France, China, United Kingdom, Israel, Pakistan, India and North Korea, make more than 20 thousands of nuclear warheads. The pressure of the military-industrial complex makes governments around the world spend more and more on armament. Unless the United States and the Russian Federation give up on the policy of nuclear deterrence, we cannot say that the nuclear threat in the world has been reduced. Moreover, the treaty is jeopardized by the intended US missile shield which could freeze the process of releasing tensions and spin a new round of the arms race.

In the situation when the Non-Proliferation Treaty (NPT) is failing, the State Parties do not fulfill their obligations and non-signatories develop their own nuclear arsenals, it is necessary to seek an agreement on the international level to put in motion the process of elimination of all nuclear weapons. That is why we will participate in the New York NPT Review Conference in May 2010 where we will promote the adoption of the Nuclear Weapons Convention that would provide a framework for complete nuclear disarmament and outlaw nuclear weapons. That is the only way to achieve the real international security.

We wish that, as the famous last year’s Obama’s speech had become a symbol of hope for the nuclear-free world, the new Russia-USA treaty becomes the first symbolic step that will help to put in motion a worldwide initiative for the global nuclear disarmament.
